Start/Stop time in reports pulling as UTC. Can the 12/31/1899 be removed as well. (Kemper)

The date is not necessary and it has to be removed from the report when exported. It would be helpful to not have the extra work. The date time is pulling from UTC, not entry time and we need the entry time. (Kemper request)
