Increase character limit of description/Change error thrown

Current character limit is at 255 for the case checklist description. If you hit the limit and try to continue saving, a data conflict error will be thrown. This can be confusing as it is not specific, the error should say that the character limit is exceeded.

The error should be more descriptive to what is actually happening and the character limit should be increased to 500
