Reduce unnecessary white space in Note header fields

The Notes tab currently has an excessive amount of white space between the header fields and their labels on the Notes themselves, as seen in the attached screenshot. For users with visual handicaps or disabilities, it can be incredibly difficult to see where the fields that can be edited are positioned in relation to their labels. We'd like to see either that white space reduced (ideal) or at least a higher contrast for the field outlines so they're more distinct. A "high contrast" mode that can be enabled from the user's Staff Profile would work perfectly for this.
