Marked redactions editable by other users

Currently, sections marked for redaction can only be removed by the user that marked them (before they are finalized.) We would like for other users to be able to remove those items marked for redaction. A paralegal may go through and mark sections for redaction, then the attorney would go through and pick which sections to apply the redaction, but they cannot remove those areas that were marked, only the paralegal that created them can.
