Cloud - Add Feature to notify Needles Admin

There would be libraries that might not contain an necessary entry. It would be a nice feature to add the ability for a user to make a request to the Needles Admin to add that entry. For instance, I am creating a Bankruptcy case and notice that my court drop-down doesn't have a Bankruptcy Court option.

This means that I can't finalize my case creation because this is missing.
