Allow the ability to attach documents already in Neos to emails that are being tagged.

If a document is already in Neos, to have it attached to an email would cause it to reupload and cause duplicates. User would like the ability to tag documents to tagged emails so that when the note is read, the note allows reader to see what document was initially tied to that email.
