NEOS: Automatically create case event with LIM date so that it can be pulled into calendar reports

We need this to occur so that we aren't duplicating efforts within the platform and potentially missing SOLs that are not automatically pulled to attorney/staff calendars. This would also help immensely with reporting options for case-related dates.
