Auxiliary Checklists - Do not Repopulate all checklist items based on changed case dates

If checklist items in an auxiliary checklist are dependent on a case date, they should not populate as new items whenever the date is changed. Instead, the existing open items tied to that case date should be updated to the new date, and any items that were tied to it that previously were marked as done should stay done and not repopulate with new dates.
