Neos/Needles 5 - Allow additional genders to be added to the Gender select in the party tab

Currently the genders tab only allows for three genders to be used, Male, Female, and unknown. Due to the evolving needs of our users and their clients, an adjustment is needed to this to allow for the inclusion of additional genders, either as a user mini directory or if this is not possible, adding an other selection and then adding an additional field to manually enter the gender (this could possibly act in the same manner as unknown. This addition would allow for us to adapt to the evolving needs of our clients and their cases.
