Hyperlinks - Bills and Records from Records Request and Liens from Value Tab

Ability to have the entries in the records request tab hyperlink to the bill and record. Could still pull from case docs, but avoids having to toggle back and forth.

Same with the Value Tab. If lien is selected, we should be able to click the lien to see the lien. Again, it could be tied to case docs, but avoids back and forth
