Special Note: Add the ability to pin or keep open the contents of the Special Note

Our very large client, Azar & Associates, may be migrating to Neos. They rely heavily on the Red Flag/Special Note. In Neos, when you click in a field, the Special Note data minimizes to one line. They would like the option to keep that field expanded in order to see the data while they are working in a case and entering data.
