Allow editing of title names called "reference 1" and "reference 2" on the Value item

We would like to customize the value tab more and be allowed to edit the name of the "reference 1" and "reference 2" entry fields so they can be named something else. Similar to the case labels such as alt case numbers and Phases. Then that new field name would be allowed to appear in the column filter options since user defined fields are not.
