Neos: Shifts data if the parties are not listed in sequential order in the intake

How intakes are currently working.

The order of the parties in the intake lay out are as follows:

1. Party 1

2. Party 3

3. Party 2

How to recreate the issue:

1. Enter party 1 information.

2. Enter Party 3 information (it comes before Party 2 in the intake)

3. Save.

4. Party 3 information will shift down to Party 2.

I understand that Neos is wanting to put the parties in sequential order however, there should be a warning or not allow this to happen in the intake layout. Or it should not matter since, they are already dedicated to a party and be inputted into case.
