DTF Items generated off Case exp/ other DTF value codes do note retain the memo

Creating a value item with the memo field filled out, once the subsequent DTF item is generated the memo on the case expense does not carry over to the DTF item. Instead when the DTF is generated the memo filled is filled in with the provider name.

Gets very confusing when you are looking through a case and need to identify the DTF that is associated witht he value item.
