Allow the Note popup to pop up from the Bottom of the screen

The note popup should have an option to pop up from the bottom of the screen, and also be adjustable so that we can make that popup screen larger. When on the bottom of the screen, the pop up will be wider, allowing us to read more of the note without having to scroll so much. We have to scroll a lot to read a note popup with it in the small window on the side.
