Neos messages: don't ask to change case association unless the provider has a case to change to

Any message you enter where the caller is not a party in the case, you get prompted to "change case association." It should only be asking that if there is a case to change to. Vast majority of our contacts/providers are not parties in a case and don't have their own case to associate things to.

If you accidentally click "yes" then the message does not post to the case notes as intended.

Most of our messages are for phone notes with adjusters, opposing counsel, witnesses, treaters, records companies - all contacts that need to exist in the system as contacts/providers. We want our team to be focused on the phone call and taking good notes, not fighting with Neos to make sure they clicked the right button when they already had the message ready to go to save to the case.
