Tag an existing case document to a note(s)

Currently if I'm adding a note in the Notes tab, and I want to attach a document, the file explorer window is the option I'm given, and the document I select will be added as a document in the Case Docs tab. I'd like the option to select an EXISTING document from the case docs tab, and to be able to attach that existing document to several notes.
