Neos CASE BUDGET Categories

Right now the Case Budget only allows for just fees, or fees and costs.

We work on contingent fee (like lots of users) and really only need to budget COSTS.

We also need the ability to tell Neos which value codes are considered "costs" and which should be disregarded for budget purposes.
