Provider Card Locking

We have an issue with people changing addresses or phone numbers (even AKA shortcuts) for providers like the hospitals. Most of the time they are using older information from an old list and the information has been updated since then. Then I have to run audot reports to see who changed things and go change it all back. It's exhausting. We should be able to lock provider cards so they can't be edited without taking away permission to edit all providers.
