Mentions in provider notes should work same as case notes

Our firm would use this a lot for pricing out vendors like court reporting agencies and other administrative work where we are communicating inside the office on updates and info gathered relating to providers or contacts NOT specific to a case.

It's confusing b/c right now the notes in a provider allow you to

@ someone but they never receive the notification if the note is in a provider

at the very least if Assembly has no plans to make provider notes do the notification after a mention like case notes, please take away the @ feature entirely from provider notes so users don't get confused and think someone else has been notified when they have not
