Text Communication Notification

The notification for a text message should only go to those that are listed as assigned to the communication, not all that are assigned to a case. We assign all staff positions for the case at the start which causes everyone to get every text communication. This is creates a lot of notifications for those not yet needing to work on the case; burying notifications they actually need to receive.
