change flyout list for "provider usage" to a new tab.

I am having to reconcile a provider's usage across several cases (and it's not a "replace provider" situation). I have to go back in to the provider and run the usage every time I leave to reconcile a matter file. Having the list open in a new tab would be incredibly helpful.
