Add to staff settings a way to turn off notifications for Premium Texting

We have some staff assignments on case that do not need to see each text message coming through from clients. It would be beneficial to have an option to turn off those notifications per staff/user in their notifications settings in staff profiles. Then they will not be bombarded with incoming notifications that they do not need to see or review.
