Note Topics - Favorites

It would be useful to allow for some "Favorites" to be at top of the Topics list, so we don't have to do so much scrolling, whether from Notes itself or from the Outlook Add-In. There are 4-5 topics that I use heavily, with most of the others used only very occasionally, yet I always have to scroll through the entire list of topics again and again.
