CLOUD: DTF to be created if the transaction is below $1.00

When a user enter a case expense in the value tab and they create a transaction, if the value is below $1 the toggle for cents doesnt show. The DTF toggle only shows up if the value is above $1.

The user uses cents to pay stamps to USPS which is why they need to make DTF.
