Cloud - Change Red Flag note from "add note" to "red flag"

The label for the old “red flag” screen is now called “add note.” It’s confusing – at least at first. I think that it should go back to “flag” or something like that. The “add note” tab, wrongly suggests that one is adding a case note – instead of a flagged item. And, the “add” button right below it, should probably be changed to “add case note” – just so that it’s more clear.
