Remove the conflict check on phone types, specifically for "Mobile"

You can't have two phone numbers underneath the same type in the party screen. The work around is to use the flexible naming and call them Mobile1, Mobile2, Cell, Cellular...etc. This has presented issues in reporting if a contact has multiple mobile phones (even just our own attorneys tend to have two), because we're forced to go back and make sure the reports are taking the flex names into account.
