Neos - Remove Report Category based off of the Special Permission Exceptions.

Suggestion:

Whenever a user has the permission to view reports but doesn't have the ability to run specific reports due to their Special Permission Exceptions for reports, the tab inside of Neo's Report Tab should not show the category.

Current:

Currently the system will show the category; however, when going to run a report it states to the user they don't have the permission to run that type report.
